Transportation Economics and Planning

ECONorthwest has worked on all facets of transportation economics and in the intersection of transportation economics and land use planning. Randall Pozdena, a senior economist at ECONorthwest, is an original author of the American Association of State Highway and Transportation Officials' "Redbook" on benefit-cost analysis for transportation projects, published 30 years ago. He led ECONorthwest's extensive update of that work for the Transportation Research Board in 2003. He is also a national expert on tolling and congestion pricing, and the developer of ECONorthwest's proprietary Toll Optimization Model.

Terry Moore, a vice president and senior planner at ECONorthwest, specializes in joint planning for transportation and land use and in the analysis of their impacts on each other. A second edition of his pioneering book with Paul Thorsnes, The Transportation/Land Use Connection, is now available from the American Planning Association.

ECONorthwest's current projects in transportation focus on congestion pricing, the application of benefit-cost analysis to transportation project selection, technical and public-participation issues in developing regional transportation plans, and the economic and land use impacts of highway projects.
