Our analysis focuses on the costs of buying out retired and impaired acres at fair market value. The proposed settlement between San Luis Unit water agencies and the U.S. Department of the Interior regarding drainage services for these lands does not include retiring impaired acres. Our report gives the settlement parties and the public information on the cost of land retirement as a permanent solution to the problems caused by irrigated agriculture on drainage-impaired lands.
