Dr. Steven Carter joined ECONorthwest as an economist in 2009. He specializes in urban, housing and transportation economics and applied mathematical and econometric analysis. He has developed and applied sophisticated econometric models in a variety of areas, including housing studies and the economic analysis of subjective well-being. His recent work includes the examination of household home ownership decisions under disaggregated household income components and the application of non-parametric regression functions to reported happiness levels.
At ECONorthwest, Dr. Carter has worked on multiple transportation projects including high-occupancy toll lane evaluations and revenue forecasting from a cordon toll. He has also consulted on rate setting guidelines for waste disposal and recycling haulers. He is currently the project manager for the revenue forecast model evaluation for Oregon DOT.
In addition to consulting, Dr. Carter has taught economics and statistics classes at U.C. Irvine and Brigham Young University. He is also a journal referee for The Journal of Real Estate Research and Economics of Education Review.
