Kelly Smith
Kelly Smith recently joined ECONorthwest as an economist and project manager. She has a Master of Public Administration degree, and an B.A. in Economics with an emphasis in Sociology. She specializes in human services, including policy research and analysis, program evaluation, cost/benefit analysis and economic-impact analysis. Most recently she worked for the Institute on Aging and the Center for Transportation Studies at Portland State University, studying the long-term transportation needs of seniors and disabled persons. Other recent projects include education policy research for the Chalkboard Project and the Oregon Community Foundation, a cost/benefit analysis for a local non-profit that serves disadvantaged youth, an analysis of evidence-based criminal justice programs in Oregon, and an economic impact analysis of Oregon Health Sciences University. She is a member of the American Evaluation Association, and is a member and officer of the Oregon Program Evaluators Network.
